Choosing ratio or front to rear brake disk size

I was wondering how bmw specifically or car makers tend to choose the ratio of front to rear braking power (ie. Disk/rotor size, caliper size etc) I know that it is impossible to calculate the optimum ratio in all situations since the optimum ratio varies based on how hard you brake from extreme of full braking with almost all weight on the front end v. moderate braking with a good portion distritubted on front and rear.
My guess is they optimize brakes for the "full stop" scenario of an emergency stop and by doing so the front brakes are usually much heftier than rear but this obviously may not be true.
On the other hand is there anything that could worsen performance by replacing the rear brake setup to one that is almost or as equivelent to the front without upgrading the fronts? Not that I want to but just a question.
