you almost had it bulldog, its actually...

up-up-down-down-left-right-left-right-b-a-b-a-select-start

not only does it turn on your head lights but you get 30 lives also!

its only select start if your playing two players, if its solo its just down start

Man I wish someone actually had the answer to this, would be cool for the parking attendants I see walking too close to my car as I walk to it after work most days

If you use a relay to give you a trigger signal, to come on with the interior lights, that you feed to your headlights , then it can be done.
