Something like that i want to do. More specifically, a narrow strip of sponge underneath them (because the buttons are empty).
But the best result i achieve if firstly remove the buttons.

My "BC" button on the turn signal stalk rattles really bad sometimes as well. It usually only does it when I am going over uneven pavement or at highway speeds, going over concrete overpasses. But, it is ANNOYING!!
Sometimes I would just hold my middle finger lightly touching the tip edge of the button to keep it from rattling. I've thought about wedging a small piece of electrical tape in there... May do it today.

Put a little bit of silicone grease behind the two buttons with a toothpick. I did this on my car a couple of years ago and still don't have the noise back. Many auto manufacturer's use silicone grease to lube buttons, etc.

i heard an annoying rattling sound for months near the steering and i took out my airbag few times thinking something is loose. Its only when i touch the signal stalk then i realised its causing the rattling sound. Use an transparent 3m double side tape, cut it small and fill in between the gap and issue solved.

With the onset of cold weather my buttons have also started to rattle a bit. I used a bit of this dielectric 'grease' injected into the joining services of the buttons. The tiny tip of the tube made it very easy and since this product is made specifically for electrical connections under hood, formulated not to harm plastics, and made to withstand temperature extremes I felt it would be a good product to dampen the little buttons and reduce / eliminate any rattle.
It's difficult to see the scale of this tube - it's about 2" long and the little spout is pretty tiny. I use it for light bulb sockets and the like to eliminate corrosion too. You can buy it at most good auto supply stores for about $3.
I'll see how this goes for a few weeks and determine if I need to resort to additional dampening with foam material.
