I'd think you'd need to be driving the hell out of the car to replace pads before 25,000 miles or have cross drilled rotors.

Normal driving you should get a good 40k to 60K out of your pads.

Will they still honor the replacement if I swapped out my OEM 17" wheels and got the OEM 19" m172 wheels?

Depend on your drive style : at the beginning I replaced many pads (track etc.), now I have my pads since a year and they will last till september .
A friend of mine with his E39 M5 had factory pads replaced at 120k km (80k miles) , but that car travelled only on the highway .
