Have you checked the connector to see if you were getting 12v constant? Is your car over heating or you are you are wanting the fan to blow fast? I would tell you to overcharge the system to see if it will trigger the high fan speed but if you do not know what you are doing it will mess the system up.
If I am getting this right. Your car is not over heating. When the temp outside is hot your a/c blows hot and the fan will not kick into overdrive. You have checked the fuse/relay and a/c pressure is correct. Non BMW fan. No air in cooling system.

You are correct that the fan will not kick into high speed which then causes AC to be warm on hot days or after hard driving.
I have not checked the relay. Is the high speed relay separate, meaning that low speed would still work? Where is it?
Now here's something weird...
Just now I was letting the car idle and I turned my steering wheel all the way to lock and the fan went into high speed!?? Then I let off the steering wheel and the fan went back to normal. I just repeated test, and sure enough, power steering locked all the way to one side (left or right) at idle, and the aux fan cranks into high speed again!? What is going on?

This is stumping me. What brand fan are you using? Disconnect the plug and clean then reconnect. The system seems to work fine because the car is not over heating. I am leaning towards a bad fan because everything thing works fine. The fan will not blow fast if the relay was bad (Built in assembly). Your fuse should be No 9 in the glove box. If your a/c is not over charged which would cause warm air or there is no air in your cooling system, heater hose is not clogged then all that is left is the assembly itself.
Do you have INPA. I am sure it has logged something to pinpoint the issue.
