Every year, when weather starts turning cold, I usually this message too. I simply overfill the power steering fluid to about 2mm over the max mark using Pentonsin CHF 11S.

I have no Active Steering problem throughout the year otherwise, hot or cold. I chalk it down to evaporation or a very slow leak.

Due to the larger volume of fluid involved (active steering, active roll stabilization / dynamic drive), I was told it could be simply due to volume shrinkage due to cold temperature - topping off would eliminate the error.

I had this problem several years ago, and the fix was a new battery!
