Why didn't you contact the police if you thought that he purposely did this? You should have filed a formal complaint at the scene with the police. Happy to hear everyone is ok which is the most important part.
Also, I agree with the BMW assist. When I got into my accident, I heard someone over the BMW assist within seconds. It worked flawlessly.
I did contact the police but by that time, the guy had already left (after we exchanged info). The CHP told me that she couldn't file a report if both parties were not present. I was told to go to the local CHP office to file a counter report.

That's right, I forgot about the car pool lane sticker. Did he have one?
Yes, he had a car pool sticker.

+1 plus who crash the car in front side is 90% of guilt. I suggest you call the police soon before he calls them...
You mean the person who crashing in the rear is at fault.

Thanks to all for the great comments!

I went to the CHP office this afternoon to file a counter report. As I was telling the story to the officer, he stopped writing and said that I was shooting myself in the foot for writing the report. I told him that the officer who showed up at the scene told me to report it since the other party left after exchanging information with me. I ended up not filing a report.

Could there have been any way I could have made the Prius wait for the cops to come?

you couldve refused to exchange info until the cops came

pics also wouldve helped alot, you shouldve taken pics of where you crashed, how, and if you took pics of the skid marks, it couldve showed that he swerved

No, the person who crash in the front is at fault. In the most of the cases.
