Was he alone in the car? If so, he was in violation of the rules for driving in the car pool lane.
He was definitely in violation by crossing the double yellow lines.
Did he use his turn signal when he changed lanes?
I think you have a pretty good case against him.

It certainly sounds like the other driver was at fault, but the OP's big problem is that he did not contact the police and file a complaint at the time of the accident. Now it is simply one driver's word against another's. Not a good situation to be in.

That sac-o-shyt will just lie and say he never was in the car pool lane. If he has a bullshit yellow sticker for hybrids, he would be allowed to drive solo in the car pool lane. In California, a certain amount of yellow stickers were made available to hybrids. Basically, owners pay for stickers that must be placed in various spots on the car. Those that have them are allowed to drive the car pool lane. It was an incentive to get folks to buy hybrids. Those owners are the asswipes - it seems those with those stickers think its a license to bob in and out of the car pool lane at will - without respect to the double-yellow.

There are a LOT of warped people in this world, in fact they outnumber us (apologies to the warped members here ). Police report is a MUST and a reasonable explanation for slamming on the brakes on the freeway would be nice too! Seriously, how does one NOT want to beat the living crap outta this guy???

Slamming on the brakes in front of another car with the intention to cause a collision could be considered assault with a deadly weapon (even a POS Prius is a weapon, I suppose). This guy should be hauled in for criminal charges and tossed into jail.
