I am getting the OIL service under my maintenance plan but he is advising me to get fluid injection and power steering service for $400, Does this make any sense and he says these 2 are not covered under maintenance plan? Am I being taken for a ride? Do I have to get this done and drop $400 for both or can I do it myself or another service center? Please let me know what you think?

No way! Just get the oil change. $400 for fuel injection cleaner/power steering service is BS! Just put Cheveron fuel injection cleaner in for $5 bucks and call it a day. As for the power steering just see if it's low and if it is just top it off.

What's the service schedule say to do? If it only says oil, just get oil.

I would absolutely do it, as I always do with my new BMW's.

That's about the same that is costs over here with a BMW dealer.

It's not just about the oil change (the correct BMW oil) but also the brake fluids will be changed, the brakes checked as the coolant level. (The coolant level is very often too low in a BMW).
You'll also get new air filters and oil filter, the iDrive will be zeroed and if any other problems are found they will be fixed.

It's like a life check for your car.

400 bucks is not that much, only about 300 Euros.
