2007 bmw 525i right and left beam malfunction

I been having problems with my headlights. A month ago I received a message saying that my right and left low beams malfunction. Checked the light bulbs one need changing. But still the error was there. I took it to a shop and they changed the “modules” the 2 of them. Costing 1500. But I still have the error. Now I can’t use my car during the nighttime which is so frustrating. If anyone has some tips. I would high appreciate it. My friend told me that both of the light bulbs were suppose to be on. If anyone the same car and can send me how your lights look during the night time

You appear to have HID but not BI-Xenon (inner high-beam lamp). Can you not turn them on with any position of the switch whilst the engine is running?
