What kind of tire????
If you go to tirerack.com, you will read all kinds of complaints of certain brands that are noisy. It is not the size. It is likely your tire brand.

"Nice firm turn-in and decent grip, but these are very unpleasant tires. Ride is awful--thumpy and jittery. Treadwear is also poor. These are supposed to be a friendlier max performance tire, like PS2s or Eagle F1s, but they have all the drawbacks of a hard-core boy racer tire like the AD07 or Azenis without the ultimate performance. I love Yokos from the old AVS Sports to the amazing A046s, but it seems whenever they try to do comfy performance, like with this tire or the ES100s, they just can't get it to work."
"Easily the most regrettable tires. I had Pirelli Zero before. Much better in comfort especially over bumps and rough roads. The Yokohama Advan v103 is really hard and mediocre on luxury sport cars. Look like I have to go for the new Asymmetric F1 or Pirelli Nero again soon."

I drive the General Exclaims in your exact size. They are inexpensive and comfortable (and pretty quiet).
The PS2s are the defaults for most people. I do not think that you hear many complaints about them, except that they are double the price of the Generals.
Considering that you spent some money on your first set, you may want to try the Generals to save a bit of money now.
My 19" NRFs are almost as quiet as my 17" NRFs. It is very unusual for someone to report that 19" NRFs would be nosier than any RFs.

Do these tires have an "aggressive" tread pattern? If so it's the most likely cause. Also how old are the tires? Not how long have YOU had them, I ask because as tires age and oxidize, the rubber gets harder, less pliable and as a result they become louder and harsher riding. There are my 2 cents, spend them as you see fit!

Where are you from? What 18" RF tires did you have?
Over here the roads are really rough after the winter, car with spike tires rip the roads of.
I used to have Dunlop Sport SP's (245/40 18"), those where RF tires and of course they where
much louder than my Continental 225/60 16" studdless winter tires.
In my new car I drove with Nokian studdless winter tires (225/55 17") and they where soundless!!!
They I changed to 225/55 17" GY Eagle RF's and the sound was like hell.
Now I have order 19" wheels with Dunlop Maxx's.
They will be loud - but how loud?
