Success! I was able to remove the spacers. I know exactly what the problem was. There was a buildup of rust between the spacers and the hub. I'll make this into a DIY thread. Will post pictures and instructions later. Mods please move this into DIY forum. Thanks.

The exact answer is:

The spacers are often made of a brass / aluminium mixture, not fully aluminium.
Brass reacts with a galvanic reaction, kind of rusting, to aluminium.

Always go for quality ? only!

I had thought that H&R spacers are a quality product.

I look forward to your instructions on removal. I had heard that you needed a hammer and a wood block. I thought that you could wedge the wood in one or more of the holes to get some leverage.

I too used Anti-seize whenever I put on or take off the wheels, but I had not heard of this until after I put the spacer on. One of the reasons that I left the 20mm on was due to removal difficulties. It is amazing that you cannot even wedge a putty knife in the space to remove them.

I tried to put some anti-seize in around a small gap in the connection area, but I do not think it worked.

Ohh nooo!!!, I've had wheel spacers on for over two years now. They have probably bonded with the wheels by now.
