Question about Rear Brake Rotor replacement

I am going to replace the rear brake rotors soon and have a question about the parking brake inside the rotor. Do we need to relax the parking brake cable mechanism first from behind the parking brake handle and the "star" wheel behind the rotor in order to remove the old rotor ? There is another post regarding the rear rotor replacement but it did not mention anything about the release of parking brake cable and star wheel before the removal of old rotor.

You don't have to. Just make sure to adjust them after you replace the rotors.

Sorry if this sounds like a stupid question, what happens if you don't adjust the parking brake after the rotors are replaced? Would it not work effectively or will it result in squelling when going backward?
