Got this great idea from my buddy who owns the neighborhood NAPA autoparts store today. Gave it a shot, and it worked great!!! I was there to pick up some tire shinning agent, when he said "I saw this gadget at a car show to cover your wheels while applying this." We talked and here is the prototype I made!

Its a bit small, but I was able to move it around easily to cover the wheel while I sprayed.

Just cut this out of some heavy cardboard with the band saw, added a handle and some duck tape and spars for strength, and I was in business!

Looks great! I normally spray the tireshine on a cloth and then apply it to the tire so I won't have a spray on the rims. This works out great!
