Oxidation Issue on Wheels

Question

I had my car detailed today, first time since I just got her earlier this week. I'm so upset by the fact that the prior owner didn't really take care of the car. The wheels have oxidized and it even has those scruff marks, I assume from rubbing too close to a side, on one side.
What can I do to eliminate or reduce the oxidation? It looks awful and I'm just so pissed at the fact that this guy didn't take care of his car... man.. in any case, any help you can give me is appreciated!
