I've seen my friends use the off the shelf Meguiars wheel cleaner and a brush to remove the dirt and junk, and it works like a charm. It is really worth it to remove the wheel though!

And while you are at it, clean the wheel wells! They look when they are all black.

There's definitely better alternatives than gasoline. First I think that the risk to you personally both from the vapors and the possible skin exposure would definitely be hazardous.

What about a bug and tar remover product? Or acetone from an auto supply store? Once you have them clean I would recommend a good sealant like Chemical Guys Jetseal 109. Use it extremely sparingly, I've been using it on my cars, and just started using on my wheels.

I would use P21S Total Auto Wash or perhaps even simple green. For the inner side of the wheels use a non scratch scuff pad to loosen up the dirt on the inside. I recently cleaned a set of wheels on my brothers car which where soiled really bad with this same exact method. Overall they turned out good, however he had a lot of pitting from brake dust that I will have to probably wet sand or repaint at somepoint.
