"Etch" is a well publicised scam in the US. 20/20 and other investigative news programs have uncovered some of the shenanegans going on at car dealerships. The cost of the car is only a fraction of the battle. The rest of it happens in the finance office. Show up with a signed check or come with a gaggle of accountants and lawyers.

When the dealer etches the windows they use an acid to "burn" the numbers/letters into the window, they also include adding stickers with some cockamamie id # under the hood, doorjambs etc. 
Not worth it even if they give it to you for free.
In the US some local police departments will do the etching for free.
Most likely the slower podunk PD's that are not that busy.
Call your local PD, it doesn't hurt to ask.
