Can someone please tell me why this problem exists. The only people who should be screwed are the ones unfortunate enough to have done wire transfers. If you used paypal, no matter the funding source, the burden is on the seller to prove delivery and if it's over $250 he also needs to show a signature. Even if he invoiced you saying you were paying for a service, he still needs to provide proof when asked. Same with credit cards.
